RULES GOVERNING MATCHES 2025
(Summary – League Bylaws)
1. USGA Four-Ball match play rules to govern play except where modified by Local Rules or Bylaws.
2. All players to use USGA Index and host club to calculate handicap. All matches played off the lowest handicap ball.
3. A total of 36 points is to be scored on the Nassau system for each team match, 3 for each of the 8 Individual matches, and 3 for each of the Team 4-Ball matches. In the case of tie matches, each individual or four ball match shall split the point awarded for that match (Front, Back, or Entire 18) resulting in a half point being awarded for each tied match.
4. If a team is unable to field a full roster of 8 players for a match, the number of players shall be apportioned as follows:
7 Players- 2 , 2, 2, 1
6 Players – 2, 2, 1, 1
5 Players – 2, 1, 1, 1
4 Players – 1, 1, 1, 1
3 Players- 1, 1, 1, 0

The Odd Man/Men shall play one individual match as well as the team four ball match against his two opponents. Points for each match shall be apportioned accordingly.
5. In the event of a default (No-Show) by one or more players in a team competition, the scoring as a result of such default or defaults shall be awarded in accordance with the following table:

If a player has an opponent, scoring is 1 point for total holes won on the front 9, 1 point for total holes won on the back 9, and 1 point for total holes won on the overall match. In the event of of a tie, the point shall be split equally, resulting in ½ point awarded to each.
If a player has no opponent, scoring is 2 points total for that player.
If a team (1 or 2 players) has an opponent (1 or 2 players), scoring is 1 point for total holes won on the front 9, 1 point for total holes won on the back 9, and 1 point for total holes won on the overall match. In the event of of a tie, the point shall be split equally, resulting in ½ point awarded to each.
If a team (1 or 2 Players) has no opponent, scoring is 2 points total for that team.

6. League Schedule Dates may be changed upon approval by the League Officers.
7. Rule Disputes will be settled by the Home Pro and the Rules Committee. All decisions are final.
8. The Maximum allowable handicap is 21. All handicaps higher shall be adjusted downward to 21.
9. Embedded ball rule is in effect except when the ball is in a defined hazard.
10. Captains must have their lineups by noon the day before the event.
11. Captains must confirm adjusted gross scores of each man on the opponent’s team after each match. The captains are responsible to have their team’s scores entered into the handicap system.
Eligibility to play in Roundup/Shootout
Eligibility to play in the Roundup/Shootout: Each player must have participated in two (2) matches either as a Player or as an Alternate prior to the Roundup/Shootout Match. If the club should prevail and move on to the Inter League Final Match, each participant must have played in two matches prior to the Finals event. The winner of the Roundup is determined by whichever team has amassed the most points in this Roundup Match.
There are two matches being played in the Roundup. One match is the actual district playoff, called the Roundup, among the top four ranked clubs in the NDGL. This is individual matches of one (1) player from each team playing in a foursome against the other players of the same ranking from each of the other teams in the Roundup. The winner of this match goes to the regional match; the Inter League Finals.
The other match is the Shootout among the bottom ranked six clubs in our league, and all Alternate Players from all Member Clubs. The format for the Shootout is a two-man better ball. These teams can be paired according to Captain's Choice. The top two-man teams (Lowest Net Scores) win prizes. .
75% of the field gets prizes, including the 32 playoff slots.
The Inter League Finals Match is played by the winners of their respective “Roundups” of the South District Golf League, The Midwest District Golf League, The West District Golf League, and the North District Golf League. The winner of this Finals Match will be The Inter League Champion of that year. The CDGA Inter League Champion will play a match against the Champion of the Milwaukee District Golf League. That match alternates between a home/away club in Milwaukee District and a home/away club in Chicago District.
Merchandise & Prizes
All $40.00 golf credit merchandise prizes awarded at each location are to be redeemed at the home club.
Each captain must designate two winners each week.
One out of every three alternates with lowest NET score will win $40.00 golf credit.
Cost per player is $90.00.

NORTH DISTRICT GOLF LEAGUE
ARTICLE 1
NAME
1. The name of the organization shall be:
THE NORTH DISTRICT GOLF LEAGUE, Henceforth, “THE LEAGUE”
ARTICLE 2
PURPOSE
1. The purpose of THE LEAGUE shall be the promotion and development of friendly competition and good fellowship between the members of the clubs belonging to THE LEAGUE and the fostering of interest in and the promotion of the enjoyment of golf in the Chicago District and specifically in the area served by the member clubs. In order to achieve this objective, and field competitive matches, players shall automatically be matched according to their handicaps so as to minimize the number of strokes between partners and opponents.
ARTICLE 3
MEMBERSHIP
1. Membership shall be available to clubs that are members of the Chicago District Golf Association.
2. Admission of a new member club to THE LEAGUE will require a formal written application. The Board of Directors shall review the application and recommendation for acceptance must be directed to the member clubs who shall meet to review the application. A 75% majority vote of the member clubs will be required for approval of any new application.
ARTICLE 4
EXECUTIVE COMMITTEE
1. The Executive Committee shall consist of the Offices of President, the Vice President, The Secretary, and The Treasurer
2. It shall be the duty of the Executive Committee to present the names of applicant clubs for membership with its recommendation, and to serve as an advisory board of the officers of THE LEAGUE.
3. Each of the aforementioned Officers shall be members of a Member Club
4. Each of the aforementioned Officers shall have one (1) vote
BOARD OF DIRECTORS
1. The Board of Directors shall consist of the Executive Committee, all past Presidents in good standing, and one team captain from each member club. Each club Captain is allocated one vote. Each past president in good standing is allocated one vote. If the past president is a current team captain, that club will then have only one vote.
2. To be in good standing, a Past President must be a member of a participating club, and play in one or more matches, either as an alternate or a player, during the season.
3. Any proposed amendments to The Bylaws may be presented by any one of the Board of Directors, after consultation with affected and interested parties to the North District Golf League.
4. These bylaws may be amended upon the recommendation of the Board of Directors and an affirmative vote of 75% of the Board of Directors at any (regular or special) meeting of the Board of Directors, providing each director has received written notice, and has been given a copy of the proposed change or changes at least five (5) days prior to the Board Meeting at which time the proposed change or changes are to be voted upon.
ARTICLE 5
DUTIES OF THE PRESIDENT
1. He shall be the executive officer of THE LEAGUE
2. He shall serve for a term of Two (2) Years
3. He shall give the Vice President, Secretary, Treasurer and the team captains such directions and suggestions as he shall deem necessary to properly fulfill the objectives and purposes of THE LEAGUE.
4. The President shall preside at all meetings.
5. He shall perform all other acts and duties customarily incident to the office of President.
ARTICLE 6
DUTIES OF THE VICE PRESIDENT
1. He shall preside at meetings in the President’s absence.
2. He shall serve for a term of Two (2) Years, followed by accession to the Office of President of THE LEAGUE
3. He shall perform such duties as designated by the President
4. He shall perform all other acts and duties customarily incident to the office of Vice President.
ARTICLE 7
DUTIES OF THE SECRETARY
1. The secretary shall cause The Bylaws to be kept up to date reflecting all amendments authorized by the Board of Directors.
2. He shall prepare the schedule of team matches; he shall confirm the dates with each member club, and cause the schedules to be made available to the team captains
3. He shall arrange for the regular annual Board of Directors Meeting, the Organizational Meeting and notify the team captains and Board of Directors.
4. He shall provide guidance to the Host Club Match Preparations, and compute team standings
5. He shall maintain a record of each team’s points won and the relative team standings after each team match.
6. He shall make the team standings total points, and match results available to the NDGL.
7. The Secretary, in conjunction with the Treasurer, shall arrange for the season’s prizes.
8. He shall perform all other acts and duties customarily performed by the Secretary.
ARTICLE 8
DUTIES OF THE TREASURER
1. He shall ensure THE LEAGUE dues for each match are collected
2. He shall collect annual dues and fees from each club in advance of the playing season.
3. He shall maintain a record of receipts and disbursements of all THE LEAGUE funds, control the budget, pay the bills and submit an annual report to the Board of Directors at the Annual Board of Directors’ Meeting.
4. He shall prepare a budget for the Roundup/Shootout
5. He shall perform all other acts and duties customarily incident to the office of Treasurer.
ARTICLE 9
TEAM CAPTAINS
1. Each member club shall select one of its members to serve as team captain for the playing season. This should be done early enough to permit the team captain to attend the Annual Board of Directors’ Meeting.
2. Each Team captain is a member of the Board of Directors, with one vote.
3. Each team’s captain shall have the following responsibilities:
a) Reporting or verifying the current contact information for his host club head pro, billing contact, and general manager, and any changes that occur during the season to the Secretary of the North District Golf League
b) Reporting or verifying the current slope, rating, and par for the course to be played during the matches.
c) Reporting the current GHIN and Club Member Number of each of his team’s players and alternates, and whatever other information is required to add his player to the North District Golf League roster.
d) Fielding a team of eight (8) players, or the standard allotted number of players, plus allowed alternates at each regular League outing;
e) Help to supervise the arrangements for North District Golf League outing at his home club and assist to ensure that outings at his club are conducted in a manner that will give the most pleasure to the greatest number of participants
f) Serving as his team’s field captain, or denote a co-captain to serve in his stead.
g) Ensuring all scores for the match hosted at his club are posted by his Head Pro.
h) Having his Golf Professional Staff monitor Pace of Play during his club’s hosted match
i) He shall attend and participate in the Annual North District Golf League Business meeting.
4. Captains shall submit their team roster containing the following information: Date of Match, Team Name, Team Match vs Opponent Team Name, Host Club Name, Player’s Match Team Rank (1-8 or to the allotted number of players), Player Name, Club Member Number, Current Handicap Index, GHIN, Course Handicap,

ARTICLE 10
PLAYERS ELIGIBLE TO COMPETE
1. Only regular dues-paying Golf Membership members enjoying all privileges, including seniors, of the clubs in THE LEAGUE shall be eligible to compete in League competition.
2. To be eligible to represent a club in THE LEAGUE competition, a player must be recognized as an amateur in good standing in the Chicago District.
ARTICLE 11
HANDICAPS
1. The maximum handicap for THE LEAGUE play will be 21. Any player with a higher handicap can play, but it shall be adjusted down to a 21.
2. Contestants shall be paired such that the least number of strokes shall be given; namely, lowest handicap players to play against each other, next lowest, and so on.
ARTICLE 12
RULES GOVERNING PLAY
1. USGA Rules govern play except where modified by local rules such as CDGA rules, or by other paragraphs in these Bylaws
2. Because THE LEAGUE team play involves both single and four-ball matches, the rules for four-ball play shall govern, except where modified by local rules such as CDGA rules, or by other paragraphs in these Bylaws
3. All team competition shall be on a match play basis. The format is to be determined annually at the Meeting of the Board of Directors.
4. The format and rules governing scoring of matches, as determined by the Board of Directors, is to be set out on the printed Schedule of Matches and distributed to team captains prior to the first-round match.
5. Pace of Play to be Enforced:
The Host Club Professional Staff shall monitor the Pace of Play. The Slow Group gets ONE (1) Warning, if after a warning, the group hasn’t closed the gap, and there is an open hole in front of them, i.e. More than 1 hole behind, the group must skip the open hole(s) and Tee off at the next open Tee Box. If the Match Result will be affected by skipping the holes, the Slow Group may return to those skipped holes and play them to determine the outcome of the match. If the Match Result will not be affected, each player will record the hole according to Equitable Stroke Control and halve the matches for the skipped holes.
ARTICLE 13
SETTLEMENT OF DISPUTES
1. During a round, the players in a match may agree how to decide a Rules issue: The agreed outcome is conclusive even if it turns out to have been wrong under the Rules, so long as the players did not agree to ignore any Rule or penalty they knew applied.
2. All disputes involving rules of play or scoring rules not covered by The Bylaws or current USGA or CDGA Rules will be referred to and resolved by the Host Club Head Pro.
3. If the Host Club Head Pro is not immediately available, although this is match play, the player may complete the hole with two balls without penalty as in stroke play, and the dispute will be decided later by the Head Pro.
4. All such decisions will be final.
ARTICLE 14
CANCELLATION OF A TEAM MATCH
1. In the event of inclement weather, the team captain and the course superintendent will make the decision regarding temporary delay in starting the matches or postponement of the matches. They will immediately notify the President and all the Captains of THE LEAGUE of their decision.
2. If matches have begun and the weather becomes inclement, the host team captain and THE LEAGUE officers will make the decision with regard to delay or cancellation of the matches. A complete match is 10 holes.
3. If a match is canceled after 11 am on the day of the match, the host club will be paid an amount to cover their actual incurred expenses for the day.
ARTICLE 15
DUES & FEES
1. The annual dues for each member club shall be determined annually by the Board of Directors. The clubs shall be billed and payment received prior to the first scheduled team match.
2. Each Club shall be assessed $100 at the beginning of the season to fund the “Hole In One Fund”. If there have been no Aces during the Season, this money will remain in the Treasury to be used for the Roundup/Shootout Matches, and replenished at the next season. Aces will not be awarded at the Roundup/Shootout Match.
3. Income from dues shall be used to defray the operating expenses of THE LEAGUE.
4. Each hole in one will be awarded $500 to the golfer. When the hole in one fund is depleted, each member club will be assessed $100 to fund the award.
ARTICLE 16
SCHEDULING MATCHES
1. The schedule shall be prepared so that the Roundup will be held at the designated course on the final Thursday of team play. The Roundup will be scheduled on a rotating basis amongst the clubs.
2. The Secretary, in consultation with the member clubs, shall arrange dates for the team matches. The matches shall be as evenly spaced as possible, and within reasonable limits, they shall be arranged to suit the convenience of the host club and in a manner that will conflict as little as possible with other golfing events in the individual club members of THE LEAGUE.
3. Team matches shall be scheduled on Thursday unless otherwise approved by the Board of Directors.
4. The Teams with four highest point totals will playoff for THE LEAGUE Championship.
5. Playoff format will consist of eight (8) foursomes comprised of a member of each playoff team. Each player will have an individual match against three opponents. A Maximum total of 9 points can be won. The team scoring the greatest number of points will be THE LEAGUE Champion.
6. A player must have played at least two matches to qualify to play in the Roundup or the Shootout. Playing as an alternate will count towards the qualification.
7. To qualify for CDGA Inter League Playoffs, a player must have played in at least two (2) team matches during the course of the year.
8. In the event of a tie for first place at the Roundup, a playoff will take place. The contested teams (8 men or the total allotted number of players) would have a one-hole playoff starting at the first hole. Each man would play for one point. In case of a further tie, number two hole would be played and so on.
9. The placement of tees and pins should be at the discretion of the host club professional and course superintendent. Total course length shall approximate and not exceed that of the regular men’s tees, with most tee markers placed at the CDGA plates.
ARTICLE 17
PROCEDURE FOR DISMISSING A MEMBER CLUB FROM THE LEAGUE
1. Should a written request for dismissal of a member club or a protest against a member club be presented to THE LEAGUE, a meeting of the Board of Directors shall be called with at least ten (10) days’ notice to review the request for dismissal. A 75% majority vote of the Board of Directors will be required to declare a member club undesirable for play and request their resignation.
